Land Adjacent to Lime Cross Recreation Ground, Herstmonceux – 70 New Homes

Project Overview
Maximising Land Value Through Competitive Marketing and a Tailored Affordable Housing Strategy
Location
Herstmonceux, East Sussex
Herstmonceux-70-units

When Clarion, one of the country’s largest registered housing providers, decided to dispose of its consented residential development site adjacent to Lime Cross Recreation Ground in Herstmonceux, East Sussex, Searls Land was appointed to manage the sale and secure the best possible outcome.

Clarion had originally acquired the site several years earlier with outline planning permission and subsequently progressed the development through the reserved matters process, securing detailed consent for 70 new homes.

The planning permission had also been implemented through the construction of the site access, providing additional certainty for any prospective purchaser.

However, during the period taken to secure the detailed planning approval, Clarion’s development priorities had evolved, with the organisation deciding to focus its resources on other opportunities.

As a result, the decision was made to dispose of the site, and Searls Land was instructed to devise and implement a sales strategy that would maximise value while meeting the specific commercial requirements of a registered housing provider.

Demonstrating Best Value Through Competitive Marketing

Acting on behalf of a registered social landlord brings additional responsibilities, particularly the importance of demonstrating that the disposal process has been sufficiently comprehensive to establish best value.

Rather than restrict the opportunity to a small selection of established housebuilders, Searls Land undertook an extensive marketing campaign designed to reach the widest appropriate audience.

Our strategy ensured that national and regional housebuilders, smaller developers and other relevant purchasers were given the opportunity to consider the site.

By exposing the opportunity to the wider market, we generated significant interest and received a substantial number of offers from a diverse range of prospective purchasers.

Following the initial marketing process, we invited selected parties to submit their best and final offers, creating a competitive environment in which purchasers were encouraged to put forward their strongest proposals.

This approach enabled us to compare offers not simply on headline price, but also on the financial strength of the purchaser, contractual terms and overall deliverability.

For Clarion, securing the right buyer was particularly important because the transaction involved more than a straightforward disposal of consented development land.

Structuring a Sale Around the Affordable Housing Requirement

The approved development incorporated 25 on-site affordable homes, presenting an opportunity to structure the disposal in a way that would allow Clarion to retain a long-term interest in the scheme as the affordable housing provider.

Through the competitive marketing and negotiation process, Searls Land secured terms under which the successful housebuilder would deliver the development while retaining Clarion as the purchaser of the 25 affordable homes.

This arrangement allowed Clarion to dispose of the wider development site while maintaining its involvement in the delivery of much-needed affordable housing in the local area.

However, the structure introduced an important commercial consideration.

Clarion was only prepared to commit to acquiring the completed affordable homes if the purchasing housebuilder could demonstrate a sufficiently strong financial covenant.

This meant that the financial standing and reliability of prospective purchasers were just as important as the price they were prepared to pay for the land.

Drawing on our established relationships and detailed knowledge of the housebuilding market, we were able to identify and secure a purchaser who satisfied both requirements.

The result was a transaction that combined a competitive land sale with a commercially deliverable affordable housing arrangement, tailored specifically to our client’s objectives.

Adding Value Beyond the Headline Land Price

The Herstmonceux transaction demonstrates why achieving the best outcome for a landowner is not always simply a matter of accepting the highest offer.

For Clarion, the successful disposal needed to satisfy several objectives: demonstrating best value through a transparent competitive process, securing a financially credible purchaser and retaining the opportunity to acquire the 25 affordable homes on completion.

Each of these requirements needed to be considered together to ensure the transaction was commercially attractive and deliverable.

Searls Land’s involvement added value throughout the process, from creating competition across a broad range of purchasers to negotiating a structure that aligned the interests of the landowner and the eventual housebuilder.

Our understanding of both the private housebuilding market and the affordable housing sector allowed us to assess the competing proposals in their entirety and identify the solution best suited to Clarion’s requirements.

This specialist approach ensured that the disposal strategy reflected the wider commercial objectives of the client rather than focusing solely on the immediate land receipt.

The Result

70 new homes | Detailed planning permission implemented | Competitive best and final offers process | Clarion retained as affordable housing provider for 25 homes

The successful disposal of the Lime Cross site demonstrates the importance of combining comprehensive marketing with a detailed understanding of the commercial requirements of registered housing providers.

For Clarion, Searls Land delivered a competitive sales process that established market interest, identified a financially credible purchaser and secured an arrangement allowing the organisation to retain the 25 on-site affordable homes.

The transaction highlights how the right advice can unlock additional value and deliver outcomes that extend beyond the initial sale of the land.

For landowners, developers and registered housing providers alike, the structure of a transaction, the financial standing of the purchaser and the ability to negotiate complementary agreements can all have a significant impact on the overall result.

At Searls Land, we work solely in the development land market, combining specialist disposal expertise with established relationships across the private housebuilding and affordable housing sectors.

Whether advising on a straightforward land sale or a more complex transaction involving affordable housing obligations, our focus remains the same: creating competition, protecting our clients’ interests and maximising value at every stage of the process.
