Rascals Farm, Shipley Road – 100 Units

The Opportunity 

Rascals Farm, situated on Shipley Road in Southwater, represented an opportunity to deliver a residential development of 100 dwellings within Horsham District. 

The site had originally secured outline planning permission during a particularly buoyant residential land market, before the introduction of water neutrality restrictions created significant barriers to development across the district. 

Following several years of uncertainty, the site subsequently secured detailed planning permission and returned to the market in a considerably more challenging economic climate. 

The Challenge 

One of the principal challenges was managing the difference between historic land value expectations and the realities of the prevailing market. 

When outline planning permission had originally been granted, strong housebuilder demand and favourable economic conditions had supported particularly high land values. Understandably, these values had shaped the landowner’s expectations. 

However, following years of planning delays, increased development costs, changing market conditions and greater pressure on housebuilder margins, the commercial landscape had shifted considerably. 

Adding further complexity, the landowner was reluctant to involve land agents directly in the disposal process, requiring Searls Land to adopt a discreet, behind-the-scenes advisory role.
