Land off Manchester Road, Ninfield – 80 New Homes
When a longstanding client of Searls Land was progressing the acquisition of a residential development site off Manchester Road in Ninfield, East Sussex, the opportunity already benefited from detailed planning permission for 80 new homes.
Our client had agreed terms with the landowner and was progressing through the legal process when they identified an alternative approach to delivering the development.
Rather than undertake a traditional open-market housing scheme, they recognised the potential to deliver the entire development as an affordable housing package deal to a registered housing provider.
This presented an opportunity to improve the commercial structure of the transaction and potentially enhance the value of the land.
However, there was one significant challenge: time.
The existing landowner was unwilling to delay the agreed sale while alternative arrangements were explored, meaning any revised strategy needed to be implemented quickly without jeopardising the original transaction.
With established relationships across the affordable housing sector and extensive experience structuring development land transactions, Searls Land was ideally placed to assist.
Identifying an Opportunity to Add Value
Our client recognised that securing a housing association to acquire the completed development could provide greater certainty over the eventual disposal of the homes and potentially improve the financial viability of the scheme.
However, affordable housing package deals can be complex, requiring the right provider, appropriate commercial terms and confidence that the proposed arrangement can be delivered.
Ordinarily, identifying a suitable housing association, agreeing terms and progressing the necessary approvals can take considerable time.
In this instance, the landowner’s unwillingness to extend the transaction timetable meant that a conventional, lengthy marketing process was not an option.
Searls Land needed to act decisively, using our knowledge of the affordable housing market to identify a provider with both the appetite and ability to move quickly.
Our established relationships enabled us to approach suitable parties directly, focusing on those most likely to recognise the opportunity and deliver a competitive proposal within the required timeframe.
Securing a Package Deal Under Time Pressure
Through our direct engagement with the affordable housing sector, we identified Optivo, now part of Southern Housing, as a suitable partner for the development.
Optivo recognised the opportunity presented by the consented 80-home scheme and was able to put forward a package offer for the development.
Importantly, the commercial terms achieved did more than simply provide our client with an alternative delivery strategy.
The package offer improved the financial position of the scheme to such an extent that it enabled an increase in the originally agreed land value.
This represented a particularly positive outcome, demonstrating how the right affordable housing arrangement can unlock additional value within a residential development opportunity.
With the revised commercial structure established, new terms were agreed between the relevant parties, allowing the transaction to continue without the delays that had initially threatened the alternative approach.
Through close coordination and a clear understanding of the objectives of the landowner, developer and housing association, the transaction progressed to a successful sale.
Creating a Positive Outcome for All Parties
The Manchester Road transaction demonstrates that successful development land advice is not always about finding a new buyer for a site.
Sometimes, the greatest value comes from recognising an opportunity to improve the structure of an existing transaction.
In this case, the landowner wanted certainty and a timely sale, our client wanted a commercially attractive route to delivering the development, and the housing association wanted to secure a suitable residential scheme.
Searls Land was able to bring these objectives together through a carefully negotiated affordable housing package arrangement.
The result was a transaction in which the landowner benefited from an increased land value, our client secured an attractive development opportunity and the housing association obtained a scheme aligned with its requirements.
All three parties were extremely pleased with the outcome.
By understanding the commercial priorities of everyone involved, we were able to create additional value rather than simply negotiate how the existing value would be divided.
Our ability to act quickly, identify the right affordable housing partner and negotiate a revised structure proved instrumental in delivering the transaction.
The Result
80 new homes | Detailed planning permission secured | Affordable housing package agreed with Optivo (now Southern Housing) | Increased land value | Successful sale completed

For our client, Searls Land identified and secured an affordable housing package deal within a challenging timeframe, improving the commercial outcome without compromising the landowner’s requirement for a timely sale.
The transaction demonstrates how affordable housing providers can play a significant role in the development land market, not only in delivering affordable homes but also in creating opportunities to enhance land values and provide greater certainty for developers.
For landowners and developers, understanding the full range of disposal and delivery options available can make a substantial difference to the eventual outcome.
